An ancient city of Men that grew up where the North-South Road crossed the River Greyflood. Tharbad was deserted in the late Third Age after it was devastated in the floods that followed the Fell Winter, but the people of Arnor have worked to rebuild it.

The Cities gates were closed and locked. Every Archer in Tharbad ran to the walls and prepared for war. A call to arms had been issued and recently pirates had been discovered on the Northern Coasts. A council had been held in Annuminas and defensive action was to be taken. Ballistas lined the walls of the city and the people were to be prepared to leave at any moment, taking an evacuation route to Mithlond and then to Gondor.
The sky was overcast that day and no reports of the Wild Men had come. The scout patrols were lessened in Tharbad because of news that the Wild Men were declared indifferent and peaceful as long as the people of Arnor and other free realms did not bring tidings of war beyond their borders. All around Tharbad was quiet but peaceful. The Mountains' snowy peaks glistened in the pale light that streamed through the clouds. The citizens of Tharbad were grim and merely looked to the sky in sadness. Soon would be happier days though. Faith needed to be had.
