In the Hisharugi Wood on the northeastern side of the Sea of Rhun lay the City of Theives. Here is a congregation of outlaws and fugatives, those who had been exiled from their place of origin or had a price put upon their head. In this most hidden of cities none dare go for those who come here are as often as naught trained in the arts of the Horca, martial artist who use shadow and stealth as their primary weapons
The city was originally inhabited by the Avari and Umanyar, elves who would not search for the White Shores and remained in the eastern lands. The elves came to the forest by the Sea of rhun and chose it as their home. The temperature was nice, the trees were tall and magnificent, and the sea was only a short distance away. They built their homes high in the branches of the Oroki Trees, the tallest trees known to man in all of Middle Earth for their base and hight were as if behemoth green mountains.
At the coming of the Nogra, an elite coalition of fugatives that had formed a mob of organized crime among the Easterling cities, the elves were forced to flee. So long had they lived in isolation from the rest of the world that they never knew the taste of battle and were oblivious to the dangers all around them.
The Nogra took up the city as their own the leader of their orginazition called himself the king of the Oroki Trees and within his domain the theives dwelt free from the bindi of law. Runs were often sent to neighboring cities that lay on the coastal borders. The theives would stealthily come upon the cities in the night and plunder them of their riches without so much as disturbing the dust that had settled upon the floors. They were elite in their occupation and renowned among the coastal peoples.
