Originally a fortress of Gondor guarding the high pass over the Ephel Duath, the tower was captured by the forces of Sauron and held by the orcs in the later fourth age.
After the capture of Minas Morgul in the Fifth Age the soldiers stationed at Cirith Ungol fled and allowed it to be infested by orcs later on.
